SCOPE OF WORK:

The NATO Communications and Information Agency (NCI Agency), an agent of the North Atlantic Treaty Organization (NATO), serves the Alliance through unbiased application of scientific and technical support, and acquisition expertise for C4ISR (Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance). The NCI Agency Directorate of Infrastructure Services (DIS) holds life-cycle responsibilities for its services, which include consultative and technical services to the NATO Strategic Commands, to other NATO organizations and member Nations, and internally within NCI Agency, in the form of requirements analysis, concept development, project definition, system design, trade-off analyses, acquisition management, and support to operations, sustained delivery, and maintenance. The mission of the Network Services and IT Infrastructure (NSII) Service Line is to provide, through the Director of Infrastructure Services, these services and products to sponsors through successful completion of contracted projects.

Under the direction of the Service Owner, the Networks, Voice and Video (NV2) Service Area, within NSII, supplies the facilities, skills and competencies required for full life-cycle support of infrastructure services within NATO. Within the NV2 Service Area the incumbent of this post is responsible for supporting Transmission Infrastructure Services (TIS) to continuously sustain the secure and reliable support to projects delivered under NATO Security Investment Programme (NSIP).

 

TASKS:

  • Articulate, verbally and in writing, expert designs, ideas, concepts and solutions to the NSIP project team, peers and customers
  • Direct the delivery of 3rd level technical transmission related support to Operations, Exercises and the Static Infrastructures within the assigned NSIP Projects
  • Direct remote fault diagnosis at Operational, Exercises & other NATO sites, during installation and early life cycle support of NSIP capabilities, to include the tasks performed by technicians at remote sites
  • Lead, coordinate, and engineer networking interconnections through smart intelligent multiplexes and various data switching and routing equipment, and terminating equipment including modem and cryptographic equipment
  • Ensure that any changes are reflected within the system documentation of existing capabilities if influenced by NSIP project activities
  • Lead and coordinate the implementation of the System Acceptance procedures for NSIP projects, at each stage, is aligned with the project deliverables, to include documentation
  • Lead, coordinate, and engineer High Level Design (HLD) and Low Level Design (LLD) documentation for services and capabilities based, and ensures implementation
  • Advise customer sites with regards to transmission infrastructure elements centralisation, standardisation and best practices
  • Propose, prepare, coordinate, verify, and maintain services and systems documentation, to include operational advice notices, Level 1/2/3 documentation, system / equipment configuration templates, changes, and scripts accounting for interface standards and procedures as requested and upon each and every change, delivering as well enhancement suggestions and Engineering Change Proposals (ECP)
  • Ensure the development, maintenance, and review of Standard Operating and technical documentation within the TIS and peer supporting organizational elements, to include external providers, as part of NSIP modifications or additions to current capabilities
  • Coordination, and performance of configuration, and evaluation of test scenarios within the NGCS Reference Facility, pertinent to the area of TIS that is the focus of the upcoming capabilities, to include transition into operations
  • Lead TIS contribution to technical reviews to ensure implementation of NSIP projects comply with Technical Architecture (TA) for both static and deployable services, as well as to the delivery of Proof of Concept (POC) and System/Services Acceptance tests for new designs and solutions
  • Ensure a common understanding of the available toolsets and method of utilization within the centralised and distributed user base
  • When required, conduct on-site surveys, validations and system acceptance testing within TIS managed capabilities impacted by the NSIP delivery
  • Maintain up-to-date own knowledge and competencies, both at technical and soft skills level, by continuously following technology and industry trends and best practices and supporting this with relevant industry recognized professional certification
  • Perform above mentioned duties in support of NATO Force Structure (NFS) organizational elements, NATO operations as well as for training and exercise missions as part of project deliveries
  • Perform any other duties as required

 

Job requirements: 

REQUIREMENTS:

  • A Master of Science (MSc) degree at a nationally recognised/certified University in a technical subject with substantial Information and Communications Technology (ICT) content and 5 years post-related experience
  • Or a Bachelor of Science (BSc) degree at a nationally recognised/certified University in a technical subject with substantial ICT content and 7 years post related experience
  • Or exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency; that is, at least 12 years extensive and progressive expertise in the duties related to the function of the post
  • It is essential that the incumbent has the following experience/education/certification:
  • Minimum four (4) years’ experience with and in-depth knowledge of Local Area Networks/Wide Area Networks (LAN/WAN)/Telco provider networks and services delivery based on Alcatel-Lucent/NOKIA Service and Service Access Routers (SR/SAR) and Cisco routers and switches1
  • Minimum four (4) years proven track of collaboration with vendors, resident engineering and operations staff to achieve system performance objectives by utilizing vendor’s toolkits for collection of maintenance data, and ability to analyse them for both service improvement and troubleshooting purposes
  • Minimum four (4) years’ experience with the configuration and operation element management, network monitoring and event management tools such as HP Network Automation, Intermapper, Alcatel-Lucent/NOKIA 5620 SAM, Cisco ACS, NOKIA Service Portal, Kiwi Syslog, Splunk
  • Very good knowledge of ICT Systems Engineering and the associated aspects of design, operations, administrations and maintenance, to include networks, interfaces, applications and protocols covering modern communications systems based on IP/MPLS, Dense Wavelength Division Multiplexing (DWDM), Software Defined Networks (SDN), Network Functions Virtualization (NFV) as well as legacy and TDM technology
  • Practical experience in ICT systems and services delivery, to include but not limited to: high and low level designs, technical and functional solution evaluation, testing, implementation, transition, continuous services improvement, and Service Level Agreement (SLA) based delivery
  • One, or more, years’ experience in on-line performance, accounting, fault, security and configuration management of smart intelligent multiplexes and various data switching and routing equipment, and terminating equipment including modem and cryptographic equipment
  • Any or a combination of the following:
  • Alcatel-Lucent/NOKIA certification: NRS II, MRP, TPRP, SRA; or
  • Cisco routing and switching certification: CCNP, CCDA, CCDP, CCIE; or
  • Vendor specific professional level or higher certification or demonstrable equivalent knowledge

DESIRABLES:

  • Field experience and knowledge related to RAD Megaplex family of products and management tools
  • Knowledge and experience on SDN/NFV, cloud based solutions
  • Professional experience in customer support, user incident handling, and of ITSM principles and practices by applying a standardised framework
  • Prior experience in leading project teams, work packages deliveries, and field experience in implementing new capabilities or upgrading existing ones, to include transition into operations
  • ITILv3 Foundation training/certification
  • PRINCE2 Foundation or equivalent training/certification
  • COBIT, TOGAF or equivalent training/certification
  • Prior experience of working in an international environment comprising both military and civilian elements
  • Knowledge of NATO responsibilities and organization, including Allied Command Operations and Allied Command Transformation
