SCOPE OF WORK:

The NATO Communications and Information Agency (NCI Agency), an agent of the North Atlantic Treaty Organization (NATO), serves the Alliance through unbiased application of scientific and technical support, and acquisition expertise for C4ISR (Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance). The NCI Agency Directorate of Information Services holds life-cycle responsibilities for its services, which include consultative and technical services to the NATO Strategic Commands, to other NATO organizations and member Nations, and internally within NCI Agency, in the form of requirements analysis, concept development, project definition, system design, trade-off analyses, acquisition management, and support to operations, sustained delivery, and maintenance. The mission of the Network Services and IT Infrastructure (NSII) Service Line is to provide, through the Director of Information Services, these services and products to sponsors through successful completion of contracted projects and provisioning of operational services.

Under the direction of the Service Area Owner, the Networks, Voice and Video (NV2) Service Area supplies the capabilities, skills and competencies required for full life-cycle support of the CIS infrastructure services of within NATO. The incumbent of this post manages the engineering delivery team responsible for design and deployment of projects and CIS infrastructure services to the NATO community.

TASKS:

Under the direction of the NV2 Service Area Owner, but largely under own initiative, the incumbent will perform duties pertaining to the delivery of projects and operational services as detailed in the Service Level Agreements, third party projects and other associated work between the NCI Agency and its customers.

  • Evaluating technical implementations and ensuring commonalities within the Service Area, as well as the Service Line and amongst other Service Lines
  • Managing the engineering teams responsible for delivering the NCIA/NSII/NV2 assigned services and project work
  • Providing leadership and direction to the engineering management function ensuring appropriate and robust service management and review frameworks are in place
  • Monitoring the effectiveness of the engineering and technical teams against project milestones, enterprise service management and appropriate KPIs, driving through change as needed to deliver continual service improvement
  • Modeling a positive, high performance culture in the team with a focus on team work, service excellence and ownership for resolving delivery issues
  • Identifying appropriate change activities and implementing within the team to ensure processes remain optimized
  • Setting and cascade business objectives and performance targets to the team
  • Ensuring team is skilled, trained and developed to enable them to deliver high quality service and support
  • Contributing proactively to new service development; evaluate and contribute to service catalogue entries and ensure continuity of technology across the service area
  • Working closely with the Project Managers and across Agency Service Lines to ensure the customer is provided with a seamless transition into service
  • Compiling and submit budgets as appropriate; support the annual budget review and ensure financial diligence and timely budget execution
  • Ensuring quality, up-to-date documentation exists for all engineering, delivery and service arrangements
  • Striving to achieve consistent customer satisfaction ratings and respond appropriately to customer feedback in areas for improvement
  • Supporting the service line with the analysis, processing and adjudication of new project/new operational requests from Demand Management as required
  • Ensuring the availability and quality of technology support delivered to the customer through close co-ordination with NCI Agency service lines and the CIS Support and Sustainment Centre (CSSC)
  • Provide support to the Service Area Owner and Service Line Chief as required
  • Any other duties as required

 

Job requirements: 

REQUIREMENTS:

  • A Master of Science (MSc) degree at a nationally recognised/certified University in a related discipline and 8 years post-related experience
  • Or a Bachelor of Science (BSc) degree at a nationally recognised/certified University in a related subject with 10 years post related experience
  • Or exceptionally, the lack of a degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this post, or with a military experience in the related subject
  • Certification, such as ITILv3 at Foundation level, Prince 2 Practitioner Level or PMP
  • The incumbent must have a minimum of three years of CIS engineering experience and 5 years of experience in the management of CIS systems either as a project manager or service operations manager
  • Experience covering the following technologies and disciplines
  • Modern digital communication networking techniques, protocols and standards communication networks specification, design and testing, with an emphasis on IP networks, including IPv6, QoS
  • Communications infrastructure and network service management and control
  • Modern Enterprise Service Management and Control techniques and standards
  • Sound knowledge and application of ITIL, COBIT and eTOM principles and methodologies applicable to effective Service Management and Control
  • Proven ability to communicate effectively in English both written and orally with good briefing skills
  • Knowledge and experience in state-of-the-art technologies, relevant to the work, e.g.: network design, switched multimedia networks, and familiarity with related international / commercial / industrial standards.

DESIRABLES:

  • ITIL v3 certified in Service Operations
  • PRINCE 2 practitioner or a similar / equivalent project management qualification (e.g. PMP)
  • Demonstrable evidence in maintaining technology and knowledge of advances in Information Technology
  • Proven success as an operational and technical team lead
  • Familiarity with military telecommunications and information systems
  • Prior experience of working in an international environment
  • Knowledge of NATO political and organizational structure
