CONTEXT
This post is for one subject matter expert (SME) specialised on the installation, configuration, administration, and troubleshooting of an enterprise scale Geographic Information System (GIS) based on ESRI ArcGIS Technology and components. The GIS SME will install, configure, maintain, and provide support to system instances of NATO Core GIS that are deployed on exercises and other temporary NATO events, and instances on the static NATO networks.

NATO Core GIS is the main Geospatial Information System within NATO. It provides NATO with a portfolio of services, geospatial data, and geospatial products. NATO Core GIS supports the complete geospatial information lifecycle to ensure that all phases of military operations are conducted on the same spatial reference. It addresses two main user communities: Specialised Geospatial Sections and the broad community of Functional Service (FS) users. NATO Core GIS is fully COTS based using the ArcGIS product suite from Esri in a NATO-configuration. The NATO Core GIS capability consists of :

• The Cartographic Workshop, which is a set of client-side components that allow Geo experts from specialised Geospatial Sections to create and maintain the Digital Geographic Information baselines, generate products and to publish and maintain geospatial services
• The Core GIS Server components which allow to store, process, and disseminate geospatial data through web services interfaces such as Web Map Service (WMS), Web Feature Service (WFS), Web Coverage Service (WCS), and Web Processing Services (WPS)
• Instances of NATO Core GIS are permanently deployed on various (static)  NATO locations, as well as temporarily deployed on NATO Deployable CIS equipment during exercises and other temporary NATO events
• Besides, customised instances of Core GIS are deployed on platforms operated by NATO member and partner countries

Job requirements: 

TASKS
• The Geospatial Services Branch requires support of a GIS SME to assist in the installation, configuration, administration (IT), and troubleshooting of NATO Core GIS
• Set up and support NATO Core GIS instances deployed during exercises
• Install and configure NATO Core GIS on deployable infrastructure and platforms used for exercises and other NATO events. The installation takes place on-site at the location of the exercise/event
• Prepare geospatial data, load it on the system, and publish it in form of web services on NATO Core GIS so that other NATO and National systems can consume it
• Provide Level-2 and Level-3 support for NATO Core GIS during exercise and NRF events at the exercise location
• Provide on-call Level-3 support (duty location The Hague) outside working hours, on weekends, and NATO holidays for exercises and NRF events
• Participate in exercise planning conferences and related preparation events representing NATO Core GIS
• Provide Level-3 support for Core GIS instances on the static NATO network
• Troubleshoot and resolve incidents related to NATO Core GIS
• Investigate and resolve system-wide fault conditions using diagnostic tools and techniques. Implement temporary workarounds
• Support problem management in order to identify and resolve the underlying root causes for incidents related to NATO Core GIS
• Manage tickets and service requests related to Core GIS in the Incident Management System through their lifecycle
• Perform preventive maintenance on NATO Core GIS client and server equipment
• Operation and Maintenance of NATO Core GIS instances
• Perform routine maintenance tasks on NATO Core GIS
• Monitor (remotely) the system status of NATO Core GIS instances on various sites
• Support the rollout of new baselines of NATO Core GIS at various NATO sites via remote and on-site installation
• Develop and improve the installation and deployment mechanisms of the various NATO Core GIS system variants

Additional information: 

• University degree in Geoinformatics, Geographic Information Science, Information Technology, Computer Science, or related technical fields
• Professional knowledge of Esri ArcGIS server and client components and technology. Minimum 3 years of professional experience with the installation and configuration of ArcGIS components for enterprise-scale GIS systems
• Minimum 3 years of professional experience in the administration of ArcGIS Server 10.x/9.3, including installation and configuration
• Minimum 3 years of professional experience in troubleshooting ESRI ArcGIS applications, including ArcGIS Server, Desktop and extensions in the following areas:
o Problem analysis on ArcGIS Server, Desktop and Geospatial web services issues
o Design, documentation, and validation of solutions
o Systematic testing and validation of deployed solutions
o Providing technical assistance on the corrective action procedures to re-establish GIS services, in an IT support / helpdesk environment
• Minimum 2 years of professional experience with Esri ArcGIS technology and components for the preparation and management of geospatial data, loading it on GIS servers, and publishing it as web services
• Minimum 2 years of practical experience in the area of computer networks, networking architectures, and network related components of operating systems, as it is required to identify and troubleshoot problems that are in the underlying infrastructure of a GIS system
• Ability to travel within NATO countries to support NATO Core GIS at various static and deployed sites. The duties require frequent travel to NATO exercise locations within NATO member countries

ESSENTIAL:
• Minimum 2 years of practical experience in using virtualisation platform software, and working with GIS components implemented as virtual machines (VMs) in a virtualisation environment
• Minimum 1 year of professional experience with Arc SDE for Microsoft SQL Server in the following areas:
o Multiuser geodatabase architecture, configuration options, and techniques to efficiently load data, assign user permissions, and maintain database performance over time
o Deploying and Maintaining a Multiuser Geodatabase
o Configuring and Managing the Multiuser Geodatabase
o Implementing Versioned Workflows in a Multiuser Geodatabase
o Versioned Editing Workflows for the Multiuser Geodatabase (optional)
• Professional knowledge in the area of geospatial information system, including geospatial data, data formats, and map preparation. Solid background and understanding of coordinate reference system, projections, datums, and related concepts
• Solid IT Background, proven through formal qualification
